What is a Building Permit?
A Building Permit is the legal authorization that ensures your construction is compliant with local codes. In Metro Manila it usually takes 1–2 months (or longer), in most provinces under a month, and in some areas just a few days.
Cost: PhP15,000 – 200,000 (varies by project size & location).

Why You Need a Building Permit?
- Loan Applications: Required by banks or Pag‑IBIG before releasing your first tranche.
- Final Meralco Service: Needed for your Certificate of Final Electrical Inspection to upgrade your line.
- Professional Liability: Engineers/architects assume 15 years of safety liability when they sign and seal the permit.
- Subdivision Rules: Some villages prohibit materials or crews onsite until the permit is issued.
Processes & Requirements

Step 1: Preparation of Plans & Documents
- Lot Plan & Vicinity Map (PhP2,000)
- Architectural/Civil Plans (included in design package)
- Structural, Plumbing, Electrical & Mechanical Plans (included where applicable)
- Geotechnical Soil Test for 3‑storey+ (PhP25,000–80,000)
- Project Specs, Cost Estimate & Structural Computations (included)
- All Permit Forms duly signed & sealed
- Valid PRC IDs & PTRs of professionals
- Old Permit/CO for renovations or extensions
- Applicant & Lot‑Owner IDs & Community Tax Certificates
- Notarized letters/affidavits or firewall consent if needed

Step 2: Obtain Legal Documents
- 2× Certified TCT (≈PhP400; 3–6 days)
- Tax Clearance, Declaration & Receipt (1 day each)
- Deeds/Lease contracts if lot isn’t in your name
- Corporate Secretary’s Certification for company applications

Step 3: Obtain Clearances
- HOA/Village/Subdivision Clearance (1 day – 2 weeks)
- Barangay Clearance (PhP300–5,000; 1 day)
- MMDA/DPWH/ECC/CAAP/DOH-BHDT/PHIVOLCS/DOLE clearances as applicable
- Step 4: Apply Locational Clearance (PhP3,000–6,000; 1–2 weeks)
- Step 5: Fire Safety Clearance (PhP5,000–8,000; 3–10 days)
- Step 6: Submit to Office of the Building Official (1–6 weeks; expect PhP20,000–50,000 fees)
- Step 7: Pay Building Permit Fee (≈PhP10,000)
- Step 8: Pay City/Contractor’s Tax (PhP10,000–35,000+)
- Step 9: Permit Signing & Release (1–3 days)
